About

Carl Nunn is the Founder of IronWatch Command Institute and Chief of Police at the Lakeview Police Department in El Lago, Texas. With 32 years of law enforcement experience and 15 years in emergency management, he brings extensive expertise in public safety leadership, operational strategy, and disaster preparedness. Throughout his career, Nunn has served in roles spanning patrol, command leadership, security operations, and emergency management, including as a Police Lieutenant and Assistant Emergency Manager with the Port of Galveston Police Department, where he helped rebuild the agency. He also serves as an Emergency Management Coordinator for Taylor Lake Village and El Lago. A retired U.S. Air Force Master Sergeant who served from 1990 to 2007, Nunn combines military experience with decades of public service to strengthen law enforcement agencies and support responsible technology adoption. Through IronWatch Command Institute, Nunn advances responsible artificial intelligence (AI) governance in law enforcement and public safety by developing practical training programs, policy frameworks, and implementation strategies for police chiefs, sheriffs, public safety executives, and municipal leaders. His guiding principles, VERIFY. DECIDE. OWN. LEARN., emphasize validating AI-generated information, maintaining human authority over decisions, accepting responsibility for outcomes, and continuously improving. Drawing on decades of experience evaluating and purchasing law enforcement technology, he helps agencies assess vendors, identify risks, and make informed technology investments. His professional credentials include graduation from the FBI National Academy in Quantico, Virginia, and the Law Enforcement Management Institute of Texas at Sam Houston State University. He has also completed specialized training in AI governance and cybersecurity through Columbia University, AI agent building and design through MIT, AI for leaders through Harvard Business School Online, and additional coursework through the Harvard Data Science Initiative. His emergency management credentials include certifications through the Texas Division of Emergency Management and the Texas A&M Engineering Extension Service. Nunn also serves on the AI Working Group and Transnational Crime Committee of the International Association of Chiefs of Police and is a member of the Texas Police Chiefs Association. Nunn earned an associate's degree, a bachelor's degree, and an MPA from Texas A&M University, becoming the first in his family to achieve these educational milestones. His commitment to community service and leadership has been recognized with the 2022 Community Builder Award and through his participation in Leadership Clear Lake with the local Chamber of Commerce. He attributes his success to persistence, lifelong learning, and sharing knowledge with others, drawing inspiration from his grandfather's belief that success is measured not only by financial achievement but also by the knowledge and values passed on to future generations. Nunn credits mentors Chris Reed, who taught him how to build relationships and navigate professional settings, and Kenneth Brown, who encouraged him to remain authentic and prioritize caring for people. Among his proudest accomplishments is training four individuals who went on to become Assistant Chiefs or Chiefs of Police. Through his leadership, mentorship, and work in AI governance, Nunn remains committed to strengthening public safety organizations and ensuring that technological innovation is guided by ethical leadership, sound judgment, and human accountability.

IN HIS OWN WORDS

The Q and A

  1. 01

What do you attribute your success to?

Persistence and passing knowledge on to others. My grandfather taught me it's not how much money you make but what knowledge you pass on to your kids. Most proud that four people I trained have become Assistant Chiefs or Chiefs of Police. Mentors Chris Reed taught me how to work a room and Kenneth Brown said 'you do you, take care of people and he will take care of the rest.'

  2. 02

What’s the best career advice you’ve ever received?

Breathe and do not allow your emotions to guide you actions. Stay with the facts, Treat your people good, fair, but make them accountable and be accountable to yourself. Make decisions without emotions.

  3. 03

What advice would you give to young men entering your industry?

Be good to the industry. We all want to make the world a better place but you must do it the right way. In doing so, you add the value of trust to yourself, your organization and the law enforcement profession.

  4. 04

What are the biggest challenges or opportunities in your field right now?

Maintaining public trust, and the fast pace of technology. We need to move with the technology by investing in the trust of the public, through “rules before tools”. We have to understand how our use and technology is perceived and help the public both trust us and the tools that we use by proper governance and accountability.

  5. 05

What values are most important to you in your work and personal life?

My family is the most important thing to me. Trust and truth are the values that I teach my kids. When you lose trust you destroy everything you achieved.

I enjoy doing research on wellness and AI Inferences and use, listening to podcasts, reading Police Chief Magazine and AI News through TLDR. I support The Human Trafficking Groups and Running for Heroes, which runs for fallen officers.
